Legal Updates, September 2026

We are pleased to share the 9th issue of GSE Law’s Legal Updates for 2026.

Issue No. 9 contains relevant issuances released by various government agencies in September 2026.

In the September issue of our Legal Updates, we feature key developments from the Philippine Competition Commission (PCC), Bangko Sentral ng Pilipinas (BSP), Bureau of Internal Revenue (BIR), and Securities and Exchange Commission (SEC) covering competition, banking, taxation, corporate governance, and securities regulations.

We highlight PCC’s Memorandum Circular No. 2026-003, which establishes new guidelines on electronic filings, service, and videoconferencing in connection with proceedings before the PCC. Further, we cover BSP Circular No. 1240, which introduces additional prudential requirements for technology-driven thrift, rural, and cooperative banks.

We likewise discuss BIR issuances clarifying, among others, the VAT refund eligibility of export-oriented enterprises, mandatory electronic invoicing, and tax relief measures for registered business enterprises affected by the national energy emergency. Notably, Department of Finance Order No. 026-2026 is covered, as circularized by the BIR, which prescribes the terms and conditions for availing the Enhanced Deductions Regime (EDR) under the CREATE MORE Act.

Finally, we feature various SEC Memorandum Circulars providing guidelines on corporate governance training for officers of publicly listed and public companies, the accreditation of auditing firms and external auditors, and the registration and trading of structured warrants.
