For procedural developments, we discuss the Supreme Court’s OCA Circular No. 111-2026, which reiterates the mandatory and permissive referral of family cases to family mediation. We also discussed Bangko Sentral ng Pilipinas (BSP) Circular No. 1237, which regulates digital financial marketplaces and the presentation of financial products and services through digital platforms, as well as BSP Memorandum No. M-2026-031, which provides governance principles for the use of artificial intelligence in financial services.
On the recent tax issuances and immigration-related developments, we’ve covered Revenue Administrative Order No. 04-2026, which abolishes the Large Taxpayers VAT Audit Unit (LT VAU) and the VAT Audit Section (VATAS) of the BIR, Revenue Memorandum Circular No. 72-2026, which clarifies the tax treatment of proprietary club shares held under nominee or trust agreements, and Department Order No. 248-B of the Department of Labor and Employment, which centralizes all processes related to Alien Employment Permits into the DOLE Central Office.
