We are pleased to share the 8th issue of GSE Law’s Legal Updates for 2026.

Issue No. 8 contains relevant issuances released by various government agencies in August 2026.

In this August issue of our Legal Updates, we feature a landmark ruling of the Supreme Court and highlight recent issuances from the Bangko Sentral ng Pilipinas (BSP), Bureau of Internal Revenue (BIR), Philippine Economic Zone Authority (PEZA), Securities and Exchange Commission (SEC), and Home Development Mutual Fund (Pag-IBIG/HDMF). 

On jurisprudence, we discuss the case of Arnel Carlos and Marivic Carlos v. People of the Philippines and Tire Star, Inc., where the Supreme Court clarified the rules on the service of Notice of Dishonor in Batas Pambansa Blg. 22 (BP 22) cases and recognized electronic service as a valid mode of service, subject to applicable requirements.

We also cover key regulatory developments, such as BIR RMO No. 22-2026, which consolidates and prescribes the guidelines for the BIR’s Audit Program, PEZA’s guidelines on exporter and importer registration through the Bureau of Customs Client Profile Registration System, and SEC MC No. 24, Series of 2026, mandating the use of the Online Application for Registration Statements (OARS) facility for corporations issuing securities. 

The latest issue likewise features SEC-OGC Opinions addressing the capacity of a corporation to enter into co-working and/or subleasing arrangements and the applicability of foreign equity restrictions to post-production activities in mass media. In connection with labor and employment, we also discuss PAG-IBIG/HDMF Circular Nos. 499 and 500 on the digitalization of employer transactions and remittances through Virtual Pag-IBIG and the Electronic Submission of Remittance Schedule (eSRS) facility, as well as the guidelines on electronic payments.
